Cairns Regional Council has committed $187 million to infrastructure works in the 2026-27 budget, with road widening and drainage upgrades accounting for 62 per cent of the total spend.

The allocation arrives ahead of the next wet season and follows federal disaster resilience grants that require matching local contributions by December 2026. Council documents list 14 separate projects, including bridge replacements and culvert upgrades designed to handle 1-in-100-year flood events.

Project Breakdown by Location and Cost

Works on the Captain Cook Highway through Smithfield include duplication of a 3.2-kilometre section between the Cairns Airport turn-off and the James Cook University campus at a cost of $48 million. Separate drainage improvements along Mulgrave Road in Earlville carry a $22 million price tag and are scheduled to begin in October. The Trinity Inlet dredging program, managed jointly with Ports North, will remove 420,000 cubic metres of sediment at an estimated $31 million, with contracts already awarded to a Cairns-based consortium.

Traffic counts recorded by the Department of Transport and Main Roads show an average 28,400 vehicles per day on the Bruce Highway north of Cairns in 2025, a 9 per cent rise from the previous year. Council engineers project that the Smithfield duplication will cut peak-hour travel times by 14 minutes once completed in mid-2028.
