How Cairns Reached Its Present Infrastructure Milestones

Cairns Regional Council awarded a $325.5 million design and construction contract for the Cairns Water Security Stage 1 project to John Holland Qld. This contract forms the largest infrastructure project ever undertaken by the council and focuses on securing a new drinking water supply.
Planning Context for Current Works
These projects emerged from extended regional planning aimed at addressing water security, transport links and facility capacity. Council and state agencies coordinated efforts over multiple years to reach the current stage of design, early works and near-completion on several fronts. The emphasis has remained on projects that support daily operations across the city and its southern approaches.
Road and Highway Developments
The $300 million Cairns Western Arterial Road upgrade is duplicating the road between Lake Placid Road and Captain Cook Highway. Early works are underway on this duplication, with major construction expected to complete in late 2027. At the same time, the $535 million Bruce Highway, Cairns Southern Access Stage 3 project covering Edmonton to Gordonvale is nearing completion and is intended to improve connectivity between Cairns and the southern region.
Airport and Marine Facility Upgrades
Cairns Airport is undergoing upgrades that include a $60 million Eastern Aviation Precinct and a $55 million international terminal redevelopment. These works aim to strengthen the region’s role as a northern gateway. In parallel, the $180 million Cairns Marine Precinct, which will include a 5,000-tonne ship-lift and hardstand areas, remains on track to begin construction and is expected to support larger ships along with local employment opportunities.
Progress on the water security contract, the arterial road duplication, the Bruce Highway stage and the airport and marine precincts shows the outcome of coordinated planning that has moved from concept to active delivery. Construction timelines now guide the next phases, with the Western Arterial Road major works scheduled for completion in late 2027 and other projects continuing according to their established schedules.
