Cairns Infrastructure Projects Advance Amid Budget Decisions Ahead

Cairns Regional Council adopted a $785.6 million 2026-27 budget that includes a 3.95% general rates rise alongside major investments in water security, transport and community infrastructure.

Budget Sets Direction for Delivery

The $308 million capital works program within the budget allocates $136.6 million to water infrastructure and $18.8 million to disaster recovery works. Total annual utility cost increases for median residential properties are estimated at 7.5%. Water and Transport Projects in Focus

Cairns Water Security Stage 1 Project remains in planning and design as the largest infrastructure project undertaken by Cairns Regional Council. A $325.5 million construction contract has been awarded to John Holland Qld for a new drinking water supply featuring a Mulgrave River intake. The Bruce Highway, Cairns Southern Access Stage 3 (Edmonton to Gordonvale) is a $535 million project with the Australian Government contributing $428 million and is nearing completion. The Captain Cook Highway Upgrade from Cairns CBD to Smithfield is a $359 million initiative with $287.2 million from federal and $71.8 million from state sources.

Additional Works and Next Steps

The Flood Recovery Program and Jeff Pezzutti Park upgrade are both listed as in progress under the council's infrastructure and sport, recreation and parks categories. The Cairns Hospital Expansion Project (Tranche 1) involves active $171 million health infrastructure works adding 64 beds. The $180 million Cairns Marine Precinct includes a 5,000-tonne ship-lift and three hardstand areas.
