Budget Allocations and Staffing
The council's operational budget for 2026-27 totals $487 million, according to the council's published budget documents. Of this, $156 million funds infrastructure and maintenance services. The restructure does not reduce headcount across the three divisions but consolidates middle-management positions, saving approximately $1.2 million annually in executive salaries. Those savings are being redirected into frontline maintenance crews and community service coordinators.
Community Services-which runs youth centres, library branches, and aged care programs at council facilities-becomes its own department under the new structure. Separate departmental status means the Community Services director reports directly to the Chief Executive Officer, giving youth and library programs a dedicated budget voice rather than competing for resources within a larger division.
